In 2018, Grissom Air Reserve Base (ARB) and the surrounding community and stakeholders completed its first Joint Land Use Study (JLUS). The JLUS was a community-driven planning effort that sought ways to reduce military operational impacts on adjacent lands, to protect the health and safety of the surrounding population, and to maximize compatible economic development potential of the Grissom Aeroplex.

The JLUS evaluated current and anticipated land use compatibility between civilian and military land uses in the vicinity of Grissom ARB. Based on those analytical findings, which are described and illustrated in the JLUS Report, a series of recommendations were made for maintaining and enhancing long-term compatibility between Grissom ARB and the surrounding community. These are detailed in Chapter 6 of the report and summarized in the Executive Summary.

Grissom JLUS Results

The Grissom ARB Operational Areas Action Plan implements a high priority strategy from the 2018 Joint Land Use Study to develop an action plan to achieve land use compatibility in the base’s North Clear Zone. The plan also addresses compatibility in other Grissom ARB Operational Areas, including the South Clear Zone, VORTAC standoff areas, taxiways, and the runway primary surface. Land use compatibility in the Operational Areas is important due to the safety concerns associated with the presence of people and structures in these areas.

The Action Plan identifies tasks necessary to bring these Operational Areas into compliance with Department of Defense (DoD) and other federal safety guidance, as well as tools and funding opportunities that could be used to maintain or improve compatibility.

Full implementation of the Action Plan will require significant funding and a long-term, coordinated, and phased effort between the DoD, Miami County Economic Development Authority, and other community partners. While the availability of funding may necessitate adjustments to the recommended timelines, the Action Plan anticipates a 20-year effort to achieve full implementation.

While many tasks, like demolition and relocation, are complex and highly dependent on the availability of funding, other tasks, like contractual agreements and zoning ordinance revisions, are relatively low cost and include subtasks that can be implemented in the short-term to quickly advance compatibility in one or more of the Operational Areas.

During JLUS Implementation Phase I, notice materials were developed for use by communities in the JLUS Study Area to increase awareness of military operations and potential impacts, including airport noise.

Sample Voluntary Real Estate Disclosure

When properties are sold or offered for lease in the Grissom ARB JLUS Study Area, the seller/lessor may provide to the buyer/lessee the Voluntary Real Estate Disclosure form.

This disclosure notifies the buyer or lessee that the property may experience military training impacts, including those related to noise, vibration, odors, flight safety hazards, and other impacts related to operations associated with Grissom ARB.

Sample Subdivision Plat Acknowledgment Statement/Permit Notice

The 2018 Joint Land Use Study recommended that local improvement location permits, preliminary plats, building permits, and rezoning applications approved and issued for land located in the Study Area include a notification of potential military impacts, potential additional regulations that apply to the lot(s), and the source of further information and details on nearby operations at Grissom ARB. 

A sample acknowledgement was provided during JLUS Implementation Phase 1 and are on file with MCEDA.
